One cool pool toy that we play with at my grandmother-in-law's house is a SwimWays Toypedo. It is shaped like a small, rubber torpedo. It is a heavy, rubbery toy. But what's real cool is that when you throw it under water, it sill glide up to 40 feet! So you can do it the whole length of many pools!
Now, this toy is meant for ages 5 and up for obvious safety reasons! You don't want a little one who can't swim throwing it under water and/or being beamed by it. That said, when we played at my husband's grandmother's house, we had my 3 year old toss it into the water while standing poolside, supervised by me. It would glide the width of the pool to my husband who would make it glide back to me. So the game continued that way - nice, safe and supervised!

Now, I have no clue how old the Toypedo we were playing with was, but from what I can tell it's been around for years and is in great condition. But I was thrilled when I had the opportunity to review the original Toypedo from Swimways, which was orange and blue camouflaged. It was just over 11 inches long and maybe weighed around 1 pound. We brought it to play at my mom's pool and it was just a great addition to our pool time fun. My husband and I were able to put the boys in their floats and zoom the Toypedo back and forth. I stayed on the shallow end and he stayed on the deep end. Then we let my oldest throw it into the water, so that his dad could catch it.
Swimways also has a mini version called a Toypedo Bandit. They have hot graphics, glide up to 30 feet and are great for the pool OR bathtub!
For older kids, you might want to consider the Toypedo Twister. It glows in the dark and spins and twists in the water. Plus, I love the cool fossil graphics of this one!
